Streaming Playlist

I am planning to purchase this but could you let me know the following.
So the features I am looking is

* Create a play list
* Schedule the play list to pay at a specific time.
* Upon client connection, some action script checks the local system time, calculates where that would be in the stream, and begins streaming from that point.

For example:

We create a play list with 10 videos with videos files path like

rtmp://xxxxx.flash.internapcdn.net/xxxxx/_definst_/live_1
or
rtmp://xxxxx.flash.internapcdn.net/xxxxx/_definst_/live.flv
or
http://demo.com/test.flv

Schedule the playlist to be played at 10 am IST and end at 3 pm IST.

rtmp://xxxxx.flash.internapcdn.net/xxxxx/_definst_/live_1( played from 10 am to 11 am)
rtmp://xxxxx.flash.internapcdn.net/xxxxx/_definst_/ltest(played from 11 am to 11.30 am)
rtmp://xxxxx.flash.internapcdn.net/xxxxx/_definst_/live.flv(played from 11.30 am to 12.30 pm)
etc

After all this the embed code has to be generated and that particular code has to be pasted on to the website.

The most important feature

If the user log in at 10.30 am IST he should be able to see the stream that is half hour past not the beginning of the play list.

None of the features are available. I can only provide support for rtmp streaming.
