Loaded swf not functional

When I load one of my working swf's, the buttons appear to work for rollover or click states but when you click on them nothing happens. No interactivity.
What do I need to do to fix this.

You gave me so poor details. The Image panning works with interactive swf files, so I really can't image what is going wrong with yours. maybe you are using version 1.
