Resize to fit in a table?

I would LOVE to have this work within a table or even a frame, so that I can keep a constant header across the top of the page to reflect continuity throughout the site. Best possible course is to have this fit into a table cell, so I can keep the navigation section to the left as it is now.

Is this possible, and if so, how? I'm a rank beginner at flash, so it'd have to simple or come with instructions
